State Cabinet Meeting Cabinet takes major decisions in the interest of youths, workers, entrepreneurs Okays establishment of authority for public accountability and transparency
A meeting of the State Cabinet was held under the chairmanship of Chief Minister Shri Ashok Gehlot at the Chief Minister’s residence on Saturday. Many important decisions have been taken in the interest of youths, workers and entrepreneurs of the state. Appointment opportunities have been opened by adding the provision of age relaxation for EWS in 4 more service rules. At the same time, the process of filling 4000 posts of Panchayati Raj LDC Recruitment-2013 has received green signal.
The Cabinet also approved the formation of Rajasthan Social and Performance Audit Authority, new appointment rules for the dependents of the martyred defence personnel, Rajasthan Handicrafts Policy-2022, operation of Palace on Wheels train under O&M model, establishment of Rajasthan Institute of Advanced Learning under Companies Act, renaming Bharatpur Medical College after Late Shri Jagannath Pahadia besides amendment in various service rules.
Rajasthan Social and Performance Audit Authority to be constituted
The Cabinet has approved the proposal to set up Rajasthan Social and Performance Audit Authority. This will ensure transparency, public participation, public satisfaction and quality along with accountability in public welfare schemes of the state government. The performance of government departments and undertakings and other agencies implementing schemes/programmes would also be assessed. The benefits of the schemes will reach the needy easily, conveniently and in a time bound manner. Expertise of physicians, engineers, architects, statisticians, economists, professors, information technology specialists, tax specialists, PFM specialists and other experts from different domains will be utilized by the authority as per requirement.
Rajasthan Handicraft Policy-2022 released, traditional handicrafts will get a boost
The Cabinet has given approval to the “Rajasthan Handicrafts Policy-2022”. The policy will help in the upliftment of handicraft artisans by empowering them. New employment opportunities will also be created in the state. Handicrafts on the verge of extinction will be revived. National-level Handicrafts Week will be organised every year in December and artisan will be felicitated.
Facilities like brand building of handicrafts, assistance for online marketing, social security, loan facility, scholarship, assistance for participation in fairs, expansion of infrastructure facilities in Craft Village, besides setting up handicraft park, museum, design center, sales center will be ensured under the policy. A state-level monitoring committee headed by State Industries and Commerce Minister will be also be formed to ensure better implementation of the policy.
Relaxation in compassionate appointment of dependents of martyrsThe Cabinet has provided relief by making important amendments in the appointment rules for the dependents of the martyred defence personnel of Rajasthan. The appointment rules of 2018 have been repealed and new rules have been approved.Till now, dependents of only those martyrs who laid down their lives between 15 August 1947 and 31 December 1970 were recruited into government service. The period has now been extended to 31 December 1971. This will benefit the families of soldiers who were martyred in the 1971 war. At the same time, now as a member of the family, the wife of the martyr, son / adopted son, daughter / adopted daughter, grandson / adopted grandson (including Nawasa), grand-daughter / adopted grand-daughter (including Nawasi ), will be included. In the case of martyr being unmarried, brother or sister, brother’s son / daughter, sister’s son / daughter will also be included in the dependent category.The dependents will be appointed in the above rules for direct recruitment of subordinate services/ministerial services and class IV service on the posts from pay level 1 to 10 as per the Rajasthan Compassionate Appointment Rules, 1966 for the dependents of deceased government employees,
4000 posts will be filled in Panchayati Raj LDC Recruitment-2013
The Cabinet has taken a major decision to give regular appointments to 4000 candidates in the LDC Recruitment-2013. The recruitment was conducted by the Zilla Parishads as per the provisions of Rajasthan Panchayati Raj. The recruitment process that shut in 2017 and is now being restarted. The waiting list will be issued as per the 2013 merit list. The meeting also approved the proposal for desired relaxation.
Relief to EWS, relaxation in maximum age in remaining 4 service rules
The Cabinet has provided relief to the candidates belonging to Economically Weaker Section (EWS). The relaxation in maximum age limit will now be applicable in remaining 4 service rules. With this there will be age relaxation in Rajasthan Librarian and Physical Instructor Service (Collegiate Branch) Rules, Rajasthan Science and Technology (State and Subordinate) Service Rules, Rajasthan Home Guard Subordinate Service Rules and Rajasthan Vishram Bhawan (State and Subordinate) Service Rules. . With this, EWS candidates who have crossed the prescribed age limit will get the benefit of age limit relaxation of 5 years for male candidates 10 years for female candidates.
Medal winning personnel working in other state orcentral government will getpay protection
The Cabinet has amended the ‘Rajasthan Out of Turn Appointment to Sports Medal Winners Rules 2017’. With this, the residents of Rajasthan state who are officers/employees in any other state or central government will get pay protection in the state for winning medals in sports.
Amendment in promotion to the post of principal research & reference officer
The Cabinet has approved the proposal related to promotion to the post of Principal Research and Reference Officer in the Investigation and Reference Branch of the Rajasthan Legislative Assembly Secretariat. With this, the officers of the said cadre will get the benefit of promotion.The Rajasthan Legislative Assembly Secretariat (Recruitment and Conditions of Service) Rules, 1992 are effective from 04.02.1992 for the officers and employees of the Vidhan Sabha Secretariat. Here the highest post of Chief Investigation and Reference Officer has been fixed in the cadre of the branch. Decision has been taken on the proposal received for promotion from this post. For this, amendments have been made in the schedule of the Rajasthan Legislative Assembly Secretariat Service (Recruitment and Conditions of Service) Rules, 1992.
50% posts of Circuit House Manager will be filled by direct recruitment
The Cabinet has approved the draft of Rajasthan Vishram Bhawan (State and Subordinate) Services (Amendment) Rules, 2022. With this decision, 50 percent posts of Circuit House Manager will be filled by direct recruitment and 50 percent by promotion. This will help increase the number of direct recruitment posts. More employment opportunities will be available to youths. At present, 75 percent posts are filled by promotion and 25 percent by direct recruitment.
Re-employed retired personnel will get HRA
The Cabinet has taken an important decision in the interest of retired personnel by amending the Rajasthan Civil Services (Pension) Rules, 1966. Now, retired employees who are re-employed on the basis of pay-minus pension, will get House Rent Allowance (HRA) on the last basic pay drawn on the date of retirement. Also, medical facilities will be payable to them under RGHS .
Rajasthan Institute of Advanced Learning to be established under companies act
The Cabinet has approved the proposal to set up the Rajasthan Institute of Advanced Learning under Section 8 of the Companies Act, 2013. With this decision, the possibilities of setting up industries in the state will increase. Manpower with advanced technology will be available in the state.The institute will provide opportunities to youths, industries, MSMEs and start-ups and expedite research in the areas of latest advanced technology like Electronic System Design and Manufacturing, Medical Technology, Climate Technology and Agriculture Technology etc. The institute will act as a consultant in the work related to advanced technology.
Medical College Bharatpur Now renamed as’Shri Jagannath Paharia Medical College, Bharatpur‘
The Cabinet has decided to rename the Medical College Bharatpur as “Shri Jagannath Pahadia Medical College, Bharatpur”. Shri Pahadia was the Chief Minister of Rajasthan from 6 June 1980 to 14 July 1981. He was the first leader of Scheduled Caste who was the Chief Minister of the state. Along with this, he had also served as the governor of Bihar and Haryana.
Palace on Wheels to operate on O&M model
The famous Palace on Wheels will start operations again. Now the train will be operated on operation and maintenance model under the ‘Bharat Gaurav Train Policy’ of Indian Railways from the year 2022-23. With this, the Rajasthan Tourism Development Corporation will get a fixed revenue every year. Tourists will get more facilities with private participation. The operation of the train is proposed from October 2022. The ownership of the train will remain with RTDC.
